So far the government is still expected to accelerate the B30 mandate for which road trials are currently underway. The government is also encouraged to expand the use of palm oil directly for PLN power plants.
“If all domestic absorption programs run well then Indonesia’s dependency on the global market can be reduced,” Mukti said.
Meanwhile price-wise, during the first half of 2019 the global CPO price ranged from US$492.5 - US$567.5 per metric ton with an average price in the region of US$501.5 - US$556.5 per metric ton.
In June palm oil production showed a 16% downward trend compared to May, from 4.73 million tons in May to 3.98 million tons in June. Meanwhile Indonesian palm oil stocks in June remained at moderate levels of 3.55 million tons. (T2)

Independent Palm Farmers Encouraged to Form Groups and Partnerships. “This partnership should be written in a partnership agreement as a written document and witnessed by the relevant Guidance Agency,” said Head of Domestic Marketing Division, Directorate General of Plantation, Elvy, at the Cooperatives of Palm Oil Farmers Meeting for Sustainable Palm Oil Development at Hotel Novotel Bangka, late July 2019 which was facilitated by the Management of Palm Oil Plantation Fund (BPDPKS).
In the seminar, it was revealed that Local Government of Bangka Belitung Province had followed up the mandate of Ministerial Regulation No. 01 of 2018 through the Governor Regulation No. 14 of 2019. The dissemination of the Governor Regulation has been carried out and well received by both oil palm farmers and mills. Local Government of Bangka Belitung Province provides 1 (one) year opportunity since the Governor Regulation is issued where FFB to be processed by the mills should be delivered through the farmer institution, including the farmer cooperatives. To accelerate the establishment of this independent institution this program was also associated with PSR program data collection and facilities provision.
Assistant Deputy for Agriculture and Plantation, Ministry of Cooperatives and SMEs, Dewi, said, it is necessary to establish a good system in the business process between plasma cooperatives and companies as their core, or for independent cooperatives (not having partnership yet), they should also be encouraged to partner with the core company so that the cooperatives will not sell their FFB to the buyers or the DO owners, thus farmers can get reasonable FFB price. This partnership is also important due to the impact on the quality of rejuvenation activities carried out by the cooperatives.
At the end of the Partner’s Meeting, the Indonesian Competition Supervisory Commission (KPPU) said that the regulation that underlies KPPU in the supervision of Partnership is Law Number 20 of 2008. Should there be any potential violation in the business competition, it can submit a proposal to the Head of KPPU cq KPPU regional office by providing a detailed written chronology and attaching the identity. When having a partnership, make a good partnership by implementing the principles of partnership. (T2)

Indonesia's Commitment to Implementing Sustainable Development. “Whoever masters the energy will master the world. This makes the advanced countries, including the European Union, worried.  Finally, they postpone the development of the palm oil,” he said in an official statement to InfoSAWIT recently.
He also said that the commitment to improve the governance of palm oil plantations to equal the sustainable development goals globally is done through many methods, such as the improvement of Indonesian Sustainable Palm Oil (ISPO).
As the sustainable standards of palm oil plantation governance in Indonesia, ISPO has the same goals as global standards, such as reducing deforestation, reducing greenhouse gas emissions from changes in land use, and obedience to other regulations, such as labor and human rights.
“The improvement of ISPO adopts the values in the Sustainable Development Goals (SDGs). The SDGs are a global development agenda agreed upon at the United Nations which is to be realized by 2030,” said Togar. (T2)

Trimble Supports Technology adoption in Oil Palm Plantations. This software technology builds a foundation of geospatial information for the precise location and many other agronomy requirements of an oil palm plantation, whether a smallholder, a group scheme or sometimes a large sub-block area of a large oil palm plantation company. Within agronomy, Trimble technology applications include yield prediction and mapping, fertiliser management and planning and a host of other agronomy tasks based around sustainability.
Currently, many oil palm plantations can only map at a block level resolution, which limits the ability to understand the smaller, more localised issues occurring within a block, whether this is an individual or group of oil palms not performing, or a larger sub-block area of a plantation company.
The immediate benefit to plantation managers is identifying the problem, exactly where it is occurring and often what can be done specifically to remedy the situation, all before stepping into the field or mobilising a field team. Deployed across an estate, the software also provides immediate updates for often out-of-date palm tree censuses and creates a new layer of GIS data, providing a unique ID and coordinates for every oil palm in the field.
Trimble software allows previously captured geospatial information to be overlaid and analysed with current data, to ascertain whether change has occurred. When captured correctly, data for young oil palms only 1-2 metres tall can be continually monitored from first planting throughout the entire productive life of the oil palm.
Plantation management is a long-term pursuit; this approach to individual palm management enables a level of precision and targeted problem solving never previously possible, let alone the ability to unlock potential yield improvements.
Deep learning or AI (artificial intelligence) is introduced with the latest version of eCognition Version 9.3, a Convolutional Neural Networks (CNN) library, whereby image filters are applied to the imagery at different resolutions & the output from each of the convolved images is used as input to the next layer to identify features. With deep learning/AI, oil palm tree detection, especially young palms, is significantly improved.
In conjunction with the analytical power of Trimble’s eCognition software, Trimble Business Center photogrammetric processing software and the required positioning technology (most frequently a Continuously Operating Reference Station) are also available to provide a complete solution for plantation operators. This combination of hardware and software offers a complete workflow and supports the use of commercially available UAVs.
Whilst initially designed for large-scale oil palm plantations, the same tools from the Trimble portfolio can also address the productivity gap, improve stakeholder engagement and the economic wellbeing of the workforce. The performance of smallholder oil palm growers is highly variable and the reasons for this variation in productivity are multiple. However, identifying poorly performing areas or individual oil palms can help prioritise smallholder engagement by millers and plantation managers seeking local FFB.
With increasing scrutiny of land used for oil palm cultivation, plantation owners or supporting NGOs can demonstrate yield improvements and reduced production costs on existing oil palm areas rather than expanding onto new land.
Closing the oil palm industry’s upstream yield gap is the future. As such, spatially referenced information will play a major role in future cost savings and yield improvements.
Meanwhile, Trimble technology will provide a language, or common currency, for sustainability professionals, plantation companies, local communities and governments to communicate with. EU Palm Oil Buyers Urged to Care About Farmers. “Palm oil farmers' empowerment should be initiated,` said Secretary General of the Oil Palm Farmers Association (SPKS), Mansuetus Darto, in Utrecht, the Netherlands, in an official statement received by InfoSAWIT, Friday (6/14/2019).
Second, the platform of palm oil buyers/buyers that has so far committed to implementing sustainability, in fact, has not been felt by small legal farmers in Indonesia and has not touched on price improvements, so palm oil buyers must openly ask companies that are supplied by small farmers to buy directly from the farmers' oil palm FFB at a price in accordance with market principles and government.
Third, palm oil buyers/buyers should know that by selling FFB directly to the factory will be able to increase farmer income by 20-30% of the current FFB price.
Fourth, palm oil buyers/bayers ensure that farmers who protect HCS forests are equal to farmers who obtain RSPO certificates. Because in the field conditions, it is actually the farmers who protect HCS forests who are more sustainable. `Farmers like this have not obtained sustainable certificates because they consider the costs to be expensive. So, a model and other approach is needed which is equal to sustainable palm oil principles,` said Darto.
Then fifth, palm oil buyers/Buyers must openly request Indonesian palm oil companies for their needs from small farmers and appropriate prices as part of their market access principles. `The solution to traceability of direct sales to the factory will be able to increase farmer income by 20-30% of the current FFB price,` said Darto.
