Erick Thohir Says 100% of BUMN Are Ready for New Normal. Although, there are some BUMNs that submitted their schemes late. The deadline for the submission of new normal protocols should have been on May 25th, but it was only on May 27th that the submission was 100% complete.

Based on the monitoring conducted by detikcom on location, Thursday (May 28th, 2020), the delegation arrived at around 15.45 Western Indonesia Time (WIB). Each BUMN has formed a COVID-19 countermeasures task force with a specific focus of attention, which is anticipating new normal scenarios. Each BUMN has also prepared COVID-19 countermeasures protocols, especially not just limited to protecting human capital such as employees, customers, suppliers, business partners, and other stakeholders.
Erick speaks up regarding the new normal in BUMNs.
 
Erick said that in the new normal, the working system will change from what it used to be like.In fact, his party has conducted mapping on BUMNs. There are BUMNs whose working methods can be with physical distancing or even long distance.

`So the new normal in BUMNs is quite broad if we look at it. Like it or not, the working system later won't be like it is today. We have mapped that some BUMNs must implement physical distancing, or even long distance using digital technology,` he said in a webinar event on Tuesday (May 26th, 2020).Indeed, there are BUMNs that have difficulty implementing this distancing. Erick said that, therefore, COVID-19 protocols must be implemented as best as possible.`Because there are BUMNs that cannot follow this, the protocols must really be implemented. For example, at the airport, if people must be present at the airport, it's impossible to just let them do as they please. Of course, it must be in accordance with good protocols,` he said.Erick continued that for mining BUMNs, they can implement a digital reporting system.`There are also BUMNs like mining companies. We must really try a distance reporting system because it's possible. So, for anything that can be done using a digital system, we must do it,` he said.
 Erick said that the sector that will be in the spotlight is the transportation sector. He explained that the problem lies in queues.`As for trains, if PSBB (Large-Scale Social Restrictions) is lifted, the biggest thing in the spotlight would definitely be land transportation. How to manage it, how to?people not queue within one-meter distance, and how to implement seat-skipping on trains, but once it comes to queues, that's where the problem lies,` he said.

`Those are the regions that implemented PSBB,` Yuri said when contacted CNNIndonesia.com, Thursday (28/5) morning.Examined further, based on the corona case distribution map data from the Covid-19 Acceleration Task Force, the four provinces are still showing a significant increase in positive cases in the past two weeks.Jakarta had experienced a slowdown in the increase in positive cases in mid-April to mid-May 2020. For example, in the period 13-27 April, the number of additional positive cases in Jakarta reached 1,619 cases.
This number then decreased in the next two weeks or the period of 28 April-12 May which recorded an additional 1,370 cases.However, the increase in positive cases in Jakarta has increased again in the last two weeks, namely 13-27 May. During that period, there were added 1,414 positive cases of corona in the capital.As of yesterday, the number of positive cases of corona in Jakarta has reached 6,895 cases. Of that number, 1,682 have recovered and 509 died.
Meanwhile, in West Java as of Wednesday (27/5) there were 2,157 cases or 9 percent of national cases. West Java is the third province to record positive cases of corona below Jakarta and East Java.In the last two weeks, the addition of positive cases in West Java is also still not slowing down. From 13 to 27 May, an additional 613 cases were recorded in West Java.The increase in cases over the past two weeks was higher than in the period two weeks earlier, 28 April to 12 May which only recorded an additional 566 cases.
This number is also still higher than the period 13-27 April which recorded an increase of 396 cases within a period of two weeks.Then, in West Sumatra, the number of positive cases until yesterday, Wednesday reached 537 cases, or an increase of 198 cases in the last two weeks. Previously, on May 13, the number of positive cases in West Sumatra was only 339 cases.The increase in positive cases over the past two weeks was still higher than the period of 28 April-12 May which recorded an additional 175 cases during that period.Even in Gorontalo, the increase in positive cases has increased over the past two weeks. There were an additional 41 positive cases, counted from 13 to 27 May.Whereas, in the previous period, 28 April-12 May, Gorontalo only recorded four additional cases in two weeks.The discourse on the implementation of a new normal or a new way of life was previously mentioned by President Joko Widodo on Tuesday (26/5). To prepare for this, the government will deploy hundreds of thousands of military and police personnel to monitor and discipline citizens during the implementation of the new normal.

Issuing New Normal Protocols, MUI Asks the Government to Follow WHO Standards. `If the spread of COVID-19 is under control, the plan to implement a new normal lifestyle can be carried out by paying attention to the following:  a. Based on data and facts related to the Corona virus and referring to WHO standards, for example, the COVID-19 pandemic curve has shown a decrease and is flattening (R<1), as an indicator that no new cases have been found this means the number of cases,` according to an excerpt from the Indonesian Ulema Council (MUI) decree signed by MUI Deputy Chairman Muhyidin Junaidi and MUI Secretary-General Anwar Abbas as obtained by detikcom, Thursday (May 28, 2020).
In its decree, the MUI also asked the government to conduct outreach to the public. Socialization is carried out so that the public is ready to carry it out.
`Preparing the public to be able to enter a new lifestyle (new normal life) by conducting socialization, education, and advocacy regarding health protocols with the slogan 'four healthy five perfect' (always wear a mask, keep a healthy distance, always wash your hands, exercise regularly/get enough rest, don't panic, eat nutritious, good, and lawful food),` according to an excerpt from one of the MUI Decree points.
In addition, the MUI said it had conducted a study of various aspects related to the handling of the Corona pandemic. The MUI even conducted a study on the impact of the Corona pandemic.
The following are the contents of the MUI Decree on the Plan for Implementing a New Normal Life Amidst the COVID-19 Pandemic:
The Indonesian Ulema Council (MUI) as a servant of the people (khadimul ummah) as well as a government partner (shodiiqul hukumah), must also carry out the function of maintaining the people (himayatul ummah) both in the religious field (hifdzuddin) and in other maqoshidussyari'ah, especially concerning maintenance of life (hifdzunnafs). For this reason, one of the MUI's duties is to carry out the task of commanding good and forbidding evil, until the realization of an NKRI that is baldatun thoyyibatun warobbun Ghofur.
Indonesian Ulema Council Executive Board after conducting an in-depth study of various aspects related to efforts to overcome the COVID-19 pandemic and its impact, such as:
a. Not yet knowing for sure when the COVID-19 pandemic will end because so far a vaccine or cure for COVID-19 has not been found so it cannot be produced on a mass scale.b. There are changes and adjustments to people's lifestyles such as doing work, religious services and education at home as an effort to prevent COVID-19.c. There are human needs that cannot be delayed for too long such as basic necessities and economy and the need to carry out religious services that must be carried out at places of worship such as Friday prayers, so that these conditions are difficult to maintain continuously until a time that cannot be determined.d. In that condition, the proposal to implement a new normal life (new normal life), which is a change in behavior to continue carrying out normal activities, but with the addition of implementing health protocols to prevent transmission COVID-19.e. In Islamic teachings, the importance of balancing maqashid syariah in making a policy is mentioned, namely maintaining religion (hifdz ad-din), maintaining life (Hifdh an-nafs), maintaining reason (hifdzu al-aql), maintaining family (hifdzh al-'irdh) and maintaining property (hfdzh almal).f. When in determining a policy there is a dilemma, where the maqashidu syariah must be prioritized, then protecting the safety of life (hifdh an-nafs) must be a priority.
After considering these matters, the MUI Executive Board conveys the following:
1. The policy of implementing Large-Scale Social Restrictions (PSBB) should be carried out consistently and consistently, as an effort and effort to break the chain of transmission COVID-19, according to indicators from the World Health Organization (WHO). If the condition is still not under control where the transmission COVID-19 is not yet below one (R<1), then it is recommended that the PSBB be extended again;2. In the case of the spread COVID-19 is under control, the plan to implement a new normal lifestyle can be carried out by paying attention to the following:  a. Based on data and facts related to the Corona virus and referring to WHO standards, for example, the pandemic curve COVID-19 has shown a decrease and is flattening (R<1), as an indicator that no new cases have been found, meaning the number of cases;b. Meet the criteria that are comprehensive and holistic in accordance with the standards, operational and procedures issued by WHO, to be a guideline for its implementation by the Government from the center to the regions;c. Prepare the public to be able to enter a new lifestyle (new normal life) by conducting socialization, education and advocacy regarding health protocols with the slogan Four Healthy Five Perfect (always wearing a mask, keeping a healthy distance, always washing hands, exercising regularly/getting enough rest, no Do not panic, eat nutritious, good and lawful food).3. The government increases the social safety net to citizens who need it and increases the number of citizens who receive it;4. Increasing the number of health services to the community in maximizing the health screening of COVID-19 tests and integrated treatment;5. In terms of religious life, areas where the level of spread COVID-19 is not yet under control, then the leniency (rukhshah) for prayer at home remains in effect, referring to the MUI Fatwa No. 14 of 2020 concerning the Implementation of Worship in the Situation of the Outbreak COVID-19;6. In the circumstances of the area where the level of spread COVID-19 is under control, religious activities that involve the gathering of many people, such as Friday prayers and prayer congregations, can be carried out while still implementing strict health protocols;7. The Indonesian Ulema Council together with Islamic Mass Organizations and Islamic Philanthropic institutions must continue to play an active role in carrying out a series of efforts and efforts to overcome the pandemic COVID-19 and its impact;8. If the implementation of a new normal lifestyle (new normal life) is still forced at a time when the requirements for control COVID-19 have not been met, then the MUI urges the Government, so that all education activities (Elementary School, Junior High School, High School, Vocational High School, MG, MI, MTs, MA and State and Private Universities) and Islamic Boarding Schools so that they continue to learn from home until the situation is truly under control.

Effective Today, Here Are the Facts About the Eid Homecoming Ban. This is the government’s provision regarding the ban on homecoming trips for the 2020 Eid holiday. The rules will be applicable to land transportation, and are planned to be implemented until 31 May 2020.The rules specifically for land transportation are planned to be implemented until 31 May 2020.The provisions for the ban on homecoming trips are based on Ministerial Regulation No. 25 of 2020 regarding Transportation Control during the 1441 H Eid-Al Fitr Holiday Season within the context of Covid-19 transmission prevention. Below are some facts regarding the ban on homecoming trips that were compiled by Kompas.com.
1. Toll roads will not be closed
Spokesperson for the Ministry of Transportation (Kemenhub) Adita Irawati confirmed that neither toll roads nor non-toll roads will be closed. This is to ensure the smooth flow of logistics between regions. “We need to emphasize that there will be no closure of either national highways or toll roads,” said Adita. Furthermore, Adita explained that her party, together with the Police, will be enforcing closures at various locations by establishing checkpoints, in order to prevent people from insisting on going on homecoming trips outside of or into red zones. Meanwhile, Director General of Land Transportation for the Ministry of Transportation Budi Setiyadi said that closures are already in place on various national highways. He stated with confidence that the police are also guarding alternative routes or back roads. “We have established these checkpoints in stages. We have placed them on toll roads, provincial roads, and even back roads at the district level. We therefore ask that the public abandon their plans for homecoming trips,” said Budi. 
2. Jakarta-Cikampek elevated toll closed
Even though it was announced that toll roads would not be closed, PT Jasa Marga (Persero) Tbk has decided to close the Jakarta-Cikampek elevated toll segment starting at 00.00 WIB (Western Indonesian Time) today. Corporate Communication & Community Development Group Head of Jasa Marga Dwimawan Heru stated that this decision is in response to the Police’s request to close the toll segment that is intended for Class I and Class II vehicles.
`Meanwhile, the Jakarta-Cikampek toll road (lower level) will remain operational, but with a number of closures in place,` said Heru. Jasa Marga will also be using VMS (variable message signs) located on the Jabotabek Toll Road, as well as on its social media accounts, to provide information to the public regarding the closure of Jakarta-Cikampek Elevated Toll Road. Heru further stated that Jasa Marga is ready to support the Ministry of Transportation and the Police in implementing the closures at locations on toll roads operated by Jasa Marga. Thereafter, beginning May 7, 2020, the government will impose full penalties and fines on people who still attempt to make homecoming trips. “Until such time as the regulation expires, violators will not only be required to return to the origin of their trip, they will also be subject to penalties in accordance with applicable laws and regulations, as well as fines,” said Adita.
4. Potential fines of up to Rp100 million
Technical Staff to the Minister of Transportation for Law and Bureaucratic Reform, Umar Arif, said that in its implementation in the field, officers manning the checkpoints will refer to Law Number 6 of 2018 regarding Health Quarantine. As such, the penalties applied to people who insist on making homecoming trips after May 7, 2020 will refer to that regulation.
`Since this refers to the law on quarantine, the potential penalty mentioned is a fine of Rp100 million and a prison term of 1 year. That is the potential penalty.
